My gut feeling says lossy.

The spectral view is showing some definite signs of a low pass filter in use.

LPF for sure

I can't see any direct evidence of lossy encoding there (i.e. blocks)

if you want to up a 10-20 second sample via yousendit.com or rapidshare.de I can take a look at it.

Low Pass Filter, a very simple EQ

there was another thread here recently with one that looked just like this (perhaps the same show?)

we couldn't figure out wtf it was, also couldn't spot any direct evidence of lossiness but it is certainly suspicious and just plain weird.
